Další z řady knih pokoušející se vysvětlit dnes již nepopiratelný ústup a úpadek západu, relativní ztrátu prosperity, ztrátu vlivu a moci ve světovém společenství. Autor zde poměrně inovativně srovnává historické úspěchy a pády různých typů vztahových mocenských sítí, zejména hierarchické – vertikální – struktury s jasně definovanou posloupností „velení“ a anarchistické – horizontální – síťové struktury, bez jasné posloupnosti velení, se zdánlivě rovnocennými uzly.
